Stephanie Horten is the Executive Director of JusticeLink. Her focus is on creating systemic changes to improve the lives of those impacted by the criminal legal system in Tulsa County and statewide. Throughout her career she has worked with hundreds of incarcerated men and women serving unjust and excessive prison sentences.
Stephanie graduated from Northwestern University School of Law in 2004. She has worked at a large law firm, as an Assistant Appellate Defender in Chicago, and as a cooperating attorney at the Center on Wrongful Convictions. Prior to her work with Project Commutation, she worked at Family & Children’s Services where she led a local group of stakeholders working toward criminal justice reform and helped to create services and resources for justice involved women in Tulsa County to help them successfully exit the criminal legal system.
Morgan Hale is the Program Manager for Project Commutation. In this role, she helps incarcerated individuals navigate the parole and commutation process which includes visiting correctional facilities, preparing parole packets, advising clients, and advocating for clients at their hearings in front of the Pardon and Parole Board. She began working with Project Commutation in 2019 as a law student and has represented over 600 clients for parole and commutation since that time.
Morgan graduated with a BA from OU in Political Science with minors in History and Sociology in 2016 and went on to receive her Juris Doctor from the University of Tulsa College of Law in 2020.
Madison Boone is an Attorney for Project Commutation. In this role she helps incarcerated individuals navigate the parole and commutation process which includes visiting correctional facilities, preparing parole packets, advising clients, and advocating for clients at their hearings in front of the Pardon and Parole Board. She began working with Project Commutation in 2020 as a law student and has remained with the project since that time.
Madison graduated with a BS from Oklahoma State University in Political Science with minors in Sociology and Law and Legal Studies in 2019, and went on to receive her Juris Doctor from the University of Tulsa College of Law with highest honors in 2022.
Connor Doyle is the Legal Re-Entry attorney for Project Commutation. He assists clients with a variety of outstanding legal issues while they are incarcerated and after they are released from prison. Connor reviews criminal history prior to release to identify potential legal issues and to address outstanding warrants. Once clients are released from prison, he provides support regarding fines and costs and civil matters.
Connor Graduated with a BA from The George Washington University in Political Science in 2019 and went on to receive his Juris Doctor from the University of Tulsa College of Law in 2023
Breana Blackburn is a Reentry Case Manager for Project Commutation. As a part of the reentry team, she works together with the attorneys and staff of Project Commutation to provide support services to justice-involved individuals while incarcerated and as they re-enter our communities. Breana works together with our team to arrange, coordinate, monitor, evaluate, and fully advocate for all of our clients so that they can experience a successful reentry process. Whether it’s housing, transportation, hygiene products, employment, or even just someone to talk to- the Reentry Team is here for them!
Breana has a bachelor’s degree in Psychology and Sociology, with a certificate in criminal justice. She spent the first 3 years out of college working in the mental health field as behavioral health case manager. She moved to Oklahoma about 4 years ago, obtained her BHCM II certification, and started her adventure with working in the prison system.
Emma Durham is a Reentry Case Manager for Project Commutation. Emma discovered an interest in criminal justice shortly after high school. Emma attended college at Oklahoma City Community College for criminal justice and psychology. In 2023, she made the move to Tulsa, OK where she began her journey working for Project Commutation and developing a passion for helping individuals who are coming out of prison.
Zoe Eager is the Legal Executive Assistant for Project Commutation. In her role, she helps clients and their families know what to expect during the parole and commutation process while also providing administrative help to the attorneys. She answers and returns all types of correspondence, ensures that client documents and files are up to date, helps with filing in on-going cases, and sees to it that the office is running smoothly. She is excited to be back in the non-profit sector after previous work at a non-profit mental health organization.
Zoe graduated from Oklahoma State University with her B.A. in Psychology and a minor in Sociology in 2019. She went back to school and obtained her Paralegal Certificate from Tulsa Community College in 2024.
